Katrina Aftermath

The movie was good. It taught me alot by what went wrong and what happened during it. I have 2 questions for it. and 1 comment. My 2 questions are did the people have to pay to rebuild the city and their houses and did the city pay for everything. And how do you make levies hurricane category 5 proof. My comment is would it be possible for the levies to be category 5 proof by making it all cement and high so the ground wont move out under it and break the levy that way.
